They must pay taxes and tariffs on imported goods in Spain from outside the European Union, whether an individual or a business entity. The import duties and taxes payable are calculated on the value of the imported goods, plus the cost of importing these (transport and insurance).
Typically everything into Spain from a foreign country have to pay the corresponding VAT and the corresponding tariff, customs clearance apart. But like everything, there are exceptions. A custom was primarily interested in raising money and prefer to focus on goods and parcels which they can raise a large amount.
Customs tariffs to import
The customs duties on imports into Spain typically range between 0% (eg books) and 17% (eg Wellington boots). Some products such as laptops, mobile phones, digital cameras and game consoles, are duty free. Value Added Tax (VAT)
The standard rate of VAT for the import of products in Spain is 21%, but in certain products a reduced VAT rate of 10% or a decrease of 4% tax apply. The VAT is calculated on the value of the goods plus the costs of international shipping and insurance, in addition to import tariffs.
Therefore if the goods you want to import is a bundle of small size and the value that appears on the bill is too low then the safest thing is that your package is dispatched or not to pay import duty or VAT. The VAT package $ 10 and the fee of it will be assumed to customs income not exceeding € 2. A custom is not interested in collecting such low amounts. The work would generate such clearance would collapse customs in Spain. Therefore, customs officials focus on bulky packages and packages of high value.
